What You'll Be Doing:

H iring Range: $70,000.00 - $79,980.00 annually (salary to be commensurate with qualifications)

This position has an anticipated work schedule of Monday – Friday, 8:00am – 5:00pm, subject to change. Position will be hybrid eligible upon the completion of the 6-month initial review period. Under FLSA guidelines, this position is exempt.

Position will remain open until filled.

Performs complex financial analysis; recommended actions to understand and optimize the cost of services for the Digital, Strategy, and Technology (DST) Department. Manages strategic sourcing and supplier relationship processes.

Essential Duties/Responsibilities

  • Performs complex financial analysis to inform strategic decisions. Proactively and independently identifies opportunities for cost savings and increased value.

  • Collaborates with leadership and staff to develop and maintain procedures and methods for recording costs of services (labor, contracted services, inventory transactions), ensuring accuracy and efficiency.

  • Seeks understanding of cost of current and proposed services; analyzes, identifies, and makes recommendations for cost optimization opportunities.

  • Actively contributes to improvement projects and initiatives, including analysis of service costs, project costs, and cost accounting; applies Generally Accepted Accounting Principles (GAAP) effectively and accurately.

  • Validates and reviews proposed savings. Follows up and monitors progress against cost saving targets.

  • Partners with leadership and staff to manage and report costs. Builds, compiles, and distributes financial reports.

  • Oversees inventory cycle counts to ensure and verify that all inventory transaction details are recorded accurately.

  • Ensures compliance with County policies, accounting standards, and costing best practices.

  • Participates in business planning; works with leadership to develop new service costing in accordance with costing best practices.

  • Supports allocation and management of service and project budgets.

  • Prepares and presents audit reports, cost of services, and budget versus actual reports.

  • Leads the sourcing strategy, solicitation, negotiation, and management of complex contracts, software license, and maintenance agreements for a portfolio of IT materials, equipment, and services.

  • Oversees supplier relationship management process with focus on optimizing service levels, costs, and quality.

  • Develops contract specifications, statements of work, terms and conditions, and evaluation criteria. Oversees analysis and evaluation of proposals; negotiates contract provisions and monitors agreement compliance and contract execution.

  • Manages the development and implementation of supplier continuous improvement initiatives and process improvements.

  • Monitors and advises on market trends (cost drivers, levers, competitive situations, supply chain constraints), supplier risks, and opportunities; supports departmental needs, and provide status, guidance, and direction on procurement related issues and supply chain best practices.

  • Tracks and reports commodity spending. Recommends and implements approved strategies to optimize commodity costs and customer satisfaction with commodity sourcing.

  • Performs other duties as required.

Qualifications

Knowledge, Skills, and Abilities:

  • Knowledge of technical equipment specifications, including knowledge of handling and inspection of technical and telecommunications equipment.

  • Knowledge of Microsoft Office, including Word, Excel, and Outlook.

  • Knowledge of accounting and budgeting principles and practices as well as Generally Accepted Accounting Principles (GAAP).

  • Knowledge of the technology environment, including computer operations, computer systems and functions, systems backup, and basic knowledge of networks and systems hardware and equipment.

  • Ability to work independently, exercise sound judgment, and work under pressure at multiple tasks. Ability to efficiently plan, schedule, and organize.

  • Ability to provide accurate information and possess a high level of attention to detail.

  • Ability to produce timely and accurate reports; ability to make correct mathematical calculations.

  • Ability to communicate effectively, both verbally and in writing. Ability to prepare clear and concise reports, spreadsheets, charts, graphs, and presentations. Must be able to provide accurate and detailed information.

  • Strong analytical skills to interpret and evaluate various methodology and associated data.

  • Maintain regular and punctual attendance.

Required Education and Experience:

  • Bachelor's degree in accounting, finance, or related field.

  • Minimum three years of accounting, cost accounting, or related finance experience.

  • Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.

Preferred Education and Experience:

  • Experience in a service costing.

  • Minimum three years of product and/or service sourcing or other procurement experience.

  • Experience in government purchasing methods, including RFQ, RFI, RFP, IFB and contracting.

Pre-Employment Requirements:

  • Must pass conditional post offer background investigation and drug screen.

Work Conditions

Duties are performed primarily in an office and/or remote work environment dependent on Department discretion and business needs.
